  • The supervisors (4-0) entered into an agreement with the County Medical Services Program Governing Board for $1.5 million to deliver locally directed indigent care via a mobile clinic unit for low-income uninsured and underinsured adults for Fiscal Years 2022-2026.
  • The supervisors (4-0) agreed with NBS Government Finance Group not to exceed $95,000 per fiscal year for financial services for Fiscal Years 2022-2025.
  • The supervisors (4-0) approved the Community Action Partnership of Madera County (CAPMC) 2022-2023 Madera/Mariposa Regional Head Start and Early Head Start Funding Application budgets.

The Scene

According to its website, the Madera County Board of Supervisors is the legislative and executive governing body of the Madera County government. Each of the five supervisorial districts of the County elects one supervisor.

Within limits prescribed by State law, the board enacts ordinances and rules, determines County policy, supervises the activities of County departments, adopts an annual budget, and fixes salaries.

The board meets regularly on the first three Tuesdays of each month and occasionally on Mondays in the Board Chambers of the County Government Center in Madera. On Tuesday, August. 2, 2022, the meeting was at 9:00 am.

The board (4-0) unanimously approved items A to X in the consent agenda. 

A. The board (4-0) approved the Special Meeting Minutes for July 26, 2022.

B. 8787: The board (4-0) entered into an agreement with the United States Department of Agriculture (USDA No. 22-73-06-0258-RA) Animal and Plant Health Inspection Service – Wildlife Services in the amount of $92,633.00 for administering an Integrated Wildlife Damage Management Program for the Fiscal Year 2022-2023.

C. 8788: The board (5-0) entered into an agreement with the California Department of Food and Agriculture (21-0517-053-SF) for $286,468.72 for Glassy-winged Sharpshooter Program Areawide for Fiscal Years 2022-2024.

D. 8789: The board (4-0) entered into a cooperative agreement with the California Department of Food and Agriculture (21-0517-052-SF) for $741,366.44 for the Glassy-winged Sharpshooter Program for Fiscal Years 2022-2024.

E. 8791: The board (4-0) agreed with the California Crop Improvement Association for $500 for seed certification activities for the Fiscal Year 2022-2023.

F. 8792: The board (4-0) entered into an agreement with the California Department of Food and Agriculture (22-0311-000-SA) for $2,957.60 for the Certified Farmers Market Inspections Fiscal Year 2022-2023.

G. 8793: The board (4-0) entered into an agreement with the California Department of Food and Agriculture (22-0119-000-SA) for $3,525 for the Fuels, Lubrications, and Automotive Products Program for the Fiscal Year 2022-2023.

H. 8771: The board (4-0) agreed with Crestwood Behavioral Health, Inc. to provide mental health residential care for Madera County Behavioral Health Services adult clients for the Fiscal Year 2022-2023.

I. 8782: The board (4-0) agreed with Zaks Security One not to exceed $86,040 for security patrol services at the Behavioral Health 7th Street building for the Fiscal Year 2022-2023.

J. 8785: Madera County Behavioral Health Board Appointments:

1. The board (4-0) appointed Bertha Avila to fill the remaining term of Chuck Doud, citing concerns regarding mental health issues as the primary concern to represent District No. 1, with a term ending November 1, 2022.

2. The board (4-0) appointed Wendy Hicks to fill the vacancy left by Andrea Shepherd, citing both Mental Health and SUD issues as the primary concern to represent District No. 2 for a three-year term ending July 26, 2025.

K. 8790: The board (4-0) entered into an agreement with 7th Avenue Center, LLC in the amounts provided in the Reimbursement and Payments sheet for mental health residential care for Madera County Behavioral Health Services adult clients for the Fiscal Year 2022-2023.

L. 8801: The board (4-0) entered into an agreement with Peggy Showalter, Pharm. D. in an amount not to exceed $14,400 for the provision of medication monitoring and clinical liaison services with Behavioral Health Services client’s primary physical health care providers for the Fiscal Year 2022-20223. 

M. 8802: The board (4-0) entered into an amendment to MCC No. 11631-20 with Dr. John Schaeffer, Inc. DBA American Telepsychiatrists, to revise Paragraph 4-Compensation and Costs for the Fiscal Year 2022-2023.

N. 8806: The board (4-0) agreed with Golden State Health Centers Inc, dba Sylmar Health and Rehabilitation Center, to provide mental health residential care for Madera County Behavioral Health Services clients for the Fiscal Year 2022-2023.

O. 8691: The board (4-0) authorized the Executive Director of Community Action Partnership of Madera County, Inc. to submit a grant application to the California Office of Emergency Services (Cal OES) to operate the Victim Witness Program from October 1, 2022, through September 30, 2023, including any extensions and amendments during the funding period.

P. 8692: Madera/Mariposa Regional Head Start 2022-2023 Grant Application:

1. The board (4-0) approved the Community Action Partnership of Madera County (CAPMC) 2022-2023 Madera/Mariposa Regional Head Start and Early Head Start Funding Application budgets.

2. The board (4-0) ratified the authorization for the Executive Director of CAPMC to apply to the U.S. Department of Health and Human Services, Administration of Children, Youth, and Families (ACYF) for funding due March 1, 2022.

3. The board (4-0) adopted a resolution authorizing the Community Action Partnership of Madera County Application for 2022-2023 Regional Head Start Grant Funds and approving the Budget for Grant funds received.

Q. 8809: Final Map for Tract No. 311 of Tesoro Viejo, Creekside Village 3:

1. The board (4-0) adopted a resolution approving Final Subdivision Map Tract No. 311 of Tesoro Viejo, Creekside Village 3.

2. The board (4-0) authorized the Chief Clerk of the Board to sign and record Final Subdivision Map Tract No. 311 of Tesoro Viejo, Creekside Village 3.

3. The board (4-0) entered into an Improvement Agreement with Creekside RM, LLC to defer improvements.

4. The board (4-0) authorized the Chief Clerk of the Board to record a Covenant and Agreement Regarding Restricting Transfers of Real Property for Final Subdivision Map Tract No. 311 of Tesoro Viejo, Creekside Village 3.

5. The board (4-0) allowed for recording the Right to Farm Notice for Final Subdivision Map Tract No. 311 of Tesoro Viejo, Creekside Village 3.

R. 8744:  The board (4-0) entered into an agreement with Emerzian Shankar Legal, Inc. for workplace investigative services, effective beginning July 1, 2022.

S. 8807: The board (4-0) adopted a resolution extending Resolution No. 2022-009, setting maximum pay allowance for County employees on temporary Military Leave of Absence (Military and Veterans Code 395.03).

T. 8751: The board (4-0) entered into an agreement with the County Medical Services Program Governing Board for $1.5 million to deliver locally directed indigent care via a mobile clinic unit for low-income uninsured and underinsured adults for Fiscal Years 2022-2026.

U. 8770: The board (4-0) agreed with the California Department of Public Health (21-10742) for one-time funding of $95,273 to entities that currently receive the Maternal, Infant, and Early Childhood Home Visiting Program for Fiscal Years 2022-2023.

V. 8831: The board (4-0) entered into an amendment to MCC No. 11123A-20 with Willdan in an amount not to exceed $1 million to expand the scope of augmented County services for the Office of Development Services.

W. 8823: Emergency Repairs for Maintenance District 1, Hidden Lakes Estates (MD-1) Water Storage Tank:

1. The board (4-0) adopted a resolution delegating authority to the Chief of Development Services or his Designee under Public Contract Code Section 22050(b) to enter into Emergency Public Works contracts.

2. The board (4-0) approved the Receipt of Unanticipated Revenue No. 22-049 for $1 million derived from MD 01-Water – Cash Flow Loan to Buildings & Improvements for the Fiscal Year 2022-2023. 

X. 8803: The board (4-0) agreed with NBS Government Finance Group not to exceed $95,000 per fiscal year for financial services for Fiscal Years 2022-2025.
