Here’s what you need to know
- The Madera County Board of Supervisors approved an agreement with American Paving Co. in the amount of $4.5 million for construction of the Avenue 25 Bridge replacement.
- The board recognized April 2023 as Community College Month, Sexual Assault Awareness Month, and Child Abuse Prevention and Awareness Month.

- Local resident in person, Rusty: He said he has been surveying local farmers and encouraging farmers to apply through the Farm Service Agency (local office in Madera) for aid needed due to flooding and extreme weather. This month is dedicated to raising awareness about pests and invasive species that impact local agriculture and the environment.

- A. 9408: Behavioral Health Services Department
Consideration of entering into an agreement with Canyon Manor
Rehabilitation Treatment Center in the amounts listed under the rate
schedule for the provision of mental health residential care for fiscal
year 2023-2024 and authorize the chair to sign.
- B. 9409: Behavioral Health Services Department
Consideration of entering into an amendment to MCC No. 11902-21 with
Central Star Behavioral Health, Inc. amending compensation and costs
as outlined in Exhibit B for the provision of an adolescent inpatient
psychiatric health facility for fiscal years 2021-2024 and authorize the
chair to sign.
- C. 9410: Behavioral Health Services Department
Consideration of entering into an agreement with the Fresno County Hispanic
Commission on Alcohol and Drug Abuse Services, Inc. in amounts listed in Exhibit B for services related to detoxification, residential recovery and outpatient treatment for fiscal year 2022-2023 and authorize the chair to sign.
- D. 9297: Public Health Department
Consideration of entering into an amendment to MCC No. 11801-20 with
Orchard Software Corporation setting the compensation rate for hosting
fees to $3,600 per month for an additional 24 months and adding a
one-time payment of $8,500 incorporating a bidirectional lab
equipment interface and authorize the chair to sign.
- E. 9398: Public Health Department
Consideration of entering into an agreement with Stericycle in the amount of
$1,508.17 per month for medical disposal services for fiscal years 2023-2028 and authorize the department head to sign.
- F. 9394: Public Works Department/Administrative Services Division
Consideration of approval of receipt of Unanticipated Revenue No. 22-151 in the amount of $1 million derived from General Fund – Fund Balance to Public Works – Professional and Specialized Services for Fiscal Year 2022-2023. Four votes required.
- G. 9421: Sheriff-Coroner’s Office – Jail Division Consideration of entering into an amendment with CML Security, LLC extending the term for an additional 12 months for security system and preventative maintenance services and authorize the chair to sign.
- H. 9412: Social Services Department Consideration of approval of Receipt of Unanticipated Revenue No. 22-147 in the amount of $3.915.140 million from Social Services Aids – State AFDC and State-Child Care Assistance to CalWORKs and Child Care for fiscal year 2022-2023. Four votes required.
- I. 9415: Social Services Department Consideration of entering into an agreement with the Madera County Child Abuse Prevention Council (MCCAPC) in the amount of $164,542 to promote public awareness of the abuse and neglect of children and the resources available for intervention and treatment for fiscal year 2023- 2024 and authorize the chair to sign.
- J. 9357: Board of Directors Groundwater Sustainability Agency/Water & Natural Resources Department Consideration of entering into an amendment to MCC No. 11686C-22 with Davids Engineering, Inc. to add an amount not-to-exceed $411,465 for 30% and 60% Designs for Chowchilla Subbasin Project 2 – Madera County Eastside Bypass Flood Flow Recharge Program and authorize the chair to sign.
- K. 9358: Board of Directors Groundwater Sustainability Agency/Water & Natural Resources Department Consideration of entering into an agreement with Zanjero, Inc. in the amount of $964,000 to write the Multibenefit Agricultural Land Repurposing Plan and authorize the chair to sign.
- Supervisor Leticia Gonzalez was concerned that a nearly $1 million contract was on the consent calendar. She also mentioned she has others concerns about this item
- L. 9392: Board of Directors Special District/County Service Area No. 14, Chukchansi/Public Works Department/Administrative Services Division cash-flow Loan for County Service Area 14, Chukchansi (CSA-14).
- 1. Consideration to adopt a resolution approving a cash-flow loan for SA/Fund 14/4830.
- Consideration of approval of a Receipt of Unanticipated Revenue No. 22- 150 in the amount of $40,000 derived from CSA 14 Chukchansi – cash-flow loan to County Service Area 14-Water – Direct Maintenance 2022- 2023. Four votes required.

- 1. Consideration of entering into an agreement with Hague Quality Water of Central California, Inc. for an amount not to exceed $234,914.63 for lease and operation of Point of Use (POU) systems in MD-7 for a three-year period and authorize the chair to sign.

- Maddie Mendez, Community Action Partnership of Madera County, spoke briefly about sexual assault, the importance of their organization’s work and upcoming opportunities to get involved.
- 6d. Presentation of a proclamation recognizing April as Child Abuse Prevention and Awareness Month.
- Deputy Director of Department of Social Services: 3,381 cases of child abuse in 2022 alone in Madera. The DSS supports parents and families that need additional support and resources.

- 6e. Presentation of the Madera County Broadband study conducted by Madera County General Services and Boston Consulting Group and direct staff to explore options for funding a Broadband Project and Outreach Coordinator.

- 1. Consideration of entering into an agreement with American Paving Co. in the amount of $4.507,013 million for construction of the Avenue 25 Bridge replacement at Ash Slough and to authorize the chair to sign.
- 2. Consideration of approval to authorize the road commissioner or his designee to issue notice to proceed in accordance with the provisions of the contract.
- 3. Consideration of approval to authorize the auditor-controller to issue payments for contingencies up to 10% of the contract award amount per established County policy.
