The chief behind California’s long-struggling high-speed rail project pushed back hard on a Trump Administration he says is operating in bad faith to spite California and its leadership. He also said the state’s cap-and-trade program would be able to cover the project’s multi-billion funding gap, but that money was still not in place this week, Fresnoland’s Julianna Morano reports this morning.
