June 26, 2023 — Fresno Parks, Recreation & Arts Commission
Documented by Ntsa Iab Vang
What happened: At its June 26 meeting, the Fresno Parks, Recreation and Arts Commission approved the formation of the Cultural Arts Subcommittee and its timeline for revising the draft Cultural Arts Plan.
Chair Kimberly McCoy nominated new Commissioner Laura Ward and Commissioner Dr. Francine Oputa to serve on the Cultural Arts Subcommittee along with members of the Fresno Arts Council.
Staff said that according to the timeline, the earliest the next draft of the Cultural Arts Plan will be published is three days prior to the commission’s next meeting on July 17.

The plan is being developed to guide the use of funds from Measure P, the 3/8-cent sales tax, which was passed by voters in 2018 and is expected to raise $38 million per year for the next 30 years.
Measure P sets aside 12% of funds raised annually for expanded access to arts and cultural programs, but the Cultural Arts Plan must be approved by the Fresno City Council before funds can be allocated.
Many local artists and community members came to show their appreciation for the partnership with the Fresno Arts Council, as the council is able to identify the needs for creative individuals, youth and the diverse cultures that make up the city.
Commissioner Harman Singh abstained from voting because of the exclusion of Central Unified community members in interviews, as many residents are a part of the Punjabi community.
Up next: The commission is scheduled to meet again on July 17 to approve the revised Cultural Arts Plan.
