Here’s what you need to know
- The Tulare County Board of Supervisors met on October 4, 2022 and presented a proclamation recognizing Centenarian Day in Tulare County. A presentation was given showing pictures of the centenarians in the county. Many centenarians and their families attended and received the proclamation and certificates.
- The Board received a presentation by Turning Point of Central California, Inc. for the Year of the Youth Presentation Series. They focus on Northern Tulare County where they provide treatment, partner with schools and hospitals, have crisis responders, and provide therapy to youth and their families. Some types of therapy provided are Parent Child Interaction therapy, Dialectical Behavior Therapy, and Trauma-Focused Cognitive Behavioral Therapy.
- The meeting ended with the appointment of Carlos Sanchez, Carmen Moreno and Katie Icho to seats on the East Orosi Community Services District Board. Many members of East Orosi spoke during public comment to support Sanchez’s appointment, as well as asking for clean water and requesting that their sewer and water bills be combined so they do not need to go to separate offices to pay them.

- Is Turning Point planning to open more clinics that are outside of Northern Tulare County so that they are able to provide support for more people?
- Will the board take into consideration combining the sewer and water bills for residents of East Orosi?

The Tulare County Board of Supervisors meeting was held simultaneously both in-person and streamed via YouTube and Zoom at 9 a.m. on October 4, 2022. The meeting began with the pledge of allegiance and a moment of silence.Â

- Upcoming is San Joaquin Valley College’s 45th anniversary, she will be officiating a wedding, Health Advisory Committee meeting, MC’ing Innovations by Design Awards, SJVIA Insurance Authority, judging at the DA’s Office rib cook off, and she may have jury duty.

- Present a Proclamation recognizing October 4, 2022, as Centenarian Day in Tulare County.
- Supervisor Valero had received an invitation from May Uwart’s family for her 100th birthday which inspired him to propose Centenarian Day. The number of centenarians in America has doubled since 1990 and will be half a million by 2050.
- Dana Wilde, Division Manager of HHSA Adult Services Division, gave a presentation showing all of the centenarians with pictures and quotes from them. Supervisor Valero gave the proclamation. Many centenarians and their families attended and took pictures with the Board and all centenarians received the proclamation and certificates.
- Present a Proclamation recognizing October as National Retirement Security Month in Tulare County.
- Kevin Mikesell, Fiscal Manager, gave an update on the 457 Plan. He reported the plan is “doing well”. As of June, the plan assets are at $133 million. He thanked the Board for allowing all employees to participate in the match program.
- Supervisor Vander Poel presented the proclamation. Their goal is to spread awareness on saving for retirement.
- Present a Proclamation recognizing October 9-15, 2022, as Fire Prevention Week.
- Fire Chief Norman and Division Chief Kevin Riggi gave a presentation on fire prevention week. This year’s theme is “Fire won’t wait. Plan your escape”. The three elements of the Fire Prevention Bureau are education, enforcement, and engineering. Riggi introduced the fire prevention staff.
- Supervisor Townsend presented the proclamation.

- Irma Rangel and a Program Director gave the presentation. The three clinics are Visalia Youth Services, Sequoia Youth Services, and Dinuba Children’s Services. Turning Point focuses on Northern Tulare County where they provide treatment, partner with schools and hospitals, have crisis responders, and provide therapy.

- (Approved) Consent Calendar (Items 7-30)
- Supervisor Townsend pulled Item 8 for comment. Townsend thanked Rogelio Caudillo because he was in the crowd.
- Item 11 was pulled for correction. It should read “Authorize the County Administrative Officer to sign the Grant Subaward Face Sheet and the Subrecipient Grants Management Assessment form”. Everything else is correct.
- Some items included were approval of continuous funding for the Elder Abuse Advocacy Program until December 2023 (Item 11), reaffirmation of a local emergency due to the Sequoia Complex Fire (Item 19), and approval to provide prescription drugs at a discounted rate to patients of Tulare County Health Care Centers until October 2025 (Item 22).Â
- (Approved) Request from the Clerk of the Board to appoint a member and alternate member of the Board of Supervisors to serve as its representative on the California State Association of Counties (CSAC) Board of Directors for the 2022/2023 Association year.
- Currently Supervisor Shuklian is the member with Supervisor Vander Poel as the alternate. The board voted to keep these members.

SPECIAL MEETING
- (Approved) Item 1: Appoint Carlos Sanchez to the Director Seat on the East Orosi Community Services District for a tem ending December 1, 2023.
- (Approved) Item 2: Appoint the following to the Director seats on the East Orosi Community Services District for terms ending December 5, 2025: Carmen Moreno and Katie Icho
- Public Comment
- Berta Dias, resident of East Orosi, spoke during public comment to support Carlos Sanchez. She said there is a person bullying her community where she pays her bills. She asked for the board’s support and immediate change.
- Miguel Orozco, resident of East Orosi, thanked the Board for appointing Carlos Sanchez. He hopes for a solution to the septic and water issues in his community.
- Josefina Barrera, resident of East Orosi, supported the appointment of Sanchez. She asked if the county could help them to pay one bill, water and sewer, in one place instead of going to different offices.
- Ryan Jensen works with Community Water Center and said he is concerned about getting the community good water service by November 1st. He reminded the board of their commitment.
- Bryan Osorio works with the Community Water Center and encouraged the county to move with urgency to consolidate Orosi with East Orosi.
- Janaki Anagha, Director of Community Advocacy of Community Water Center, said a lack of administration contributes to a bad waste-water system. She asked them to allow the residents to pay a single bill.
- Supervisor Valero said they will continue to work with staff to solve these issues.
- Supervisor Micari asked how many members are needed to fill the quorum. Staff said there are three vacancies but if the items are approved the vacancies will be filled.
- Items were voted on and approved at the same time.
Public Comment
- Lupe Garza, Human Resources Director, spoke about Breast Cancer Awareness month. Tuesday October 11th is Pink Tuesday where everyone is encouraged to wear pink. They will be offering free on-site mammography screenings for county employees in November and early 2023. Supervisor Valero asked for everyone to wear pink on October 18 as well because there is no board meeting next week.
The meeting adjourned to a closed session. There is no meeting next week. The next meeting will be October 18, 2022.
