- The Board (4-0) approved the Road 200 Bridge Replacement Project.
- Public Works Deputy Director Jared Carter is concerned about an amendment in AB 2237 in which the statewide Strategic Growth Council takes control of local sales tax measures regarding transportation projects.
The Scene
According to its website, The Madera Board of Supervisors is the legislative and executive governing body of the Madera County government. Each of the five supervisorial districts of the County elects one supervisor.
Within limits prescribed by State law, the Board enacts ordinances and rules, determines County policy, supervises the activities of County departments, adopts an annual budget, and fixes salaries.
The Board meets regularly on the first three Tuesdays of each month and occasionally on Mondays in the Board Chambers of the County Government Center in Madera. On Tuesday, April. 19, 2022, the meeting was at 9:00 am.

Last Friday, the Madera County Transportation Commission (MCTC) sent the following letters of support to staff:
a. Motion to Add a Letter of Support-Requesting Funding 2022-2023 State Budget Madera County Reconstruction and Widening State Route 99 Avenue 17-21 Project.
b. Motion to Add a Letter of Support-Requesting Funding 2022-2023 State Budget for the State Route 41 Multi-Modal Corridor Improvements Project.
The Board (4-0) unanimously approved the letters of support for the two projects.
District Attorney Sally Moreno announced that a Madera County jury convicted Amritraj Singh Athwal and Savirant Singh of the first-degree murder of Dharampreet Jassar that occurred at Tackle Box Mini Mart on November 13, 2017, on April 14th.
The jury found that the murder happened during a robbery, and Amritraj Singh Athwal “intentionally” fired the gun which killed Jassar. The jury scheduled the sentencing for May 11.
Treasurer/Tax Collector Tracy Kennedy said that the number of transactions regarding tax collections was 681 in the last ten days.
The Board recognized Becky Cape as the new Executive Director of Friends of Madera Homeless Shelter.
In the consent agenda, the Board (4-0) unanimously approved the following:

1. Amendment to MCC No. 11286-18 with Wood Rodgers Inc., to increase the contract by $34,096.00, from $263,803.00 to $297,899.00 for other professional engineering and construction support services for the Maintenance District 10A Madera Ranchos (MD-10A) – Water Storage Tank and Booster Pump Project.
2. Consider approval to authorize the Auditor-Controller to issue payments for contingencies up to 10% of the amended agreement amount per established County policy.
3. Consideration of approval to authorize the Chief of Development Services or their designee to issue and approve contract change orders under the Contract Code, not to exceed authorized contingencies.

6.e. 8462: Presentation and update from the Madera County Mosquito & Vector Control District (MCVD).
Trinidad Reyes from MCVD urged the Board to tackle infrastructure harboring vectors of diseases within their districts.
6.f. 8474: The Board (4-0) approved the request for a fee waiver by the Bass Lake Chamber to waive the Bass Lake Pollution Control registration fees for boats for the 2022 annual events occurring at The Pines Resort and Miller’s Landing Resort, which include the Annual Fishing Derby held the first weekend in May 2022, the Antique Classic Boat Show in May 2022, the Great Outdoors Boat Show in June 2022 and the South Shore Car & Boat Show in September 2022.
6.g. 8471: Tenant Improvements on Public Health Buildings A & B.
1. Discussion and consideration of entering into an Agreement with Paul Halajian Architects for $285,000.00 to provide architectural and engineering services for the Department of Public Health’s “Building A” Tenant Improvements for the Fiscal Year 2022-2023.
2. Discussion and consideration of entering into an Agreement with Paul Halajian Architects for $1,714,263.00 to provide architectural and engineering services for the Department of Public Health’s “Building B” New Construction for the Fiscal Year 2022-2023.
In 2019, Madera County completed the construction of a 20,250 SF two-story Public Health building located at 1604 Sunrise Ave, Madera, CA.
On November 2, 2021, the board approved a release of Request for Qualifications (RFQ) for architectural and engineering services for Tenant Improvements to the existing Public Health building A and the construction of a new Community Wellness Center.
On January 12, 2022, RFQ/RFP #2022-02 for architectural and engineering services for the Madera County Public Health New Community Wellness Center and Building A Tenant Improvement Project was released,
The County received proposals from IBI Group, PBK, CH&D Architects, PHA (Paul Halajian Architects), and SPA Architecture and Planning.
The selection committee ranked Paul Halajian Architects as the highest-ranked firm.
On “Building A” (Tenant Improvement), the PHA fee of $285,000.00 will cover bridging documents and design-build delivery.
On “Building B” (New Community Wellness Center), the PHA fee of $1,714,263.00 covers full architectural and engineering services, including Design-Bid-Build delivery.
Building A includes the following:
- Lab expansion will expand the pharmacy and lab tech office, increase lab capacity and add a Biohazard room.
- Clinic expansion will shift clinic services to the east side of the building to accommodate lab expansion, relocate exam rooms, and increase Clinic office spaces.
- Exterior Improvements include an ADA ramp, EV charging stations, generator, and exterior canopies.
Meanwhile, Building B has two stories.
The first floor includes a demonstration kitchen, community education spaces, a community garden, a one-on-one service delivery space, ample storage space, and a shipping and receiving room.
The second floor consists of conference rooms, break rooms, offices, and workrooms.
Staff will return to your Board at a subsequent meeting for approval of:
- Design-Build RFP/RFQ for “Building A”
- RFP for construction for “Building B” new Center for Community Wellness.
The Board (4-0) approved both agreements.

1. Discussion and consideration of approval of Receipt of Unanticipated Revenue No. 21-124, for $356,050.00, derived from Public Health – Federal Other to be appropriated to Operating Transfers Out – Cap Project the Fiscal Year 2021-2022.
2. Discussion and consideration of approval of Receipt of Unanticipated Revenue No. 21-122, for $356,050.00, derived from Public Health Tenant Improvement – Operating Transfers Into Buildings & Improvements for the Fiscal Year 2021-2022.

1. Discussion and consideration of entering into an Agreement with California Construction Management and Engineering Inc. (CCME) for $1,505,508.50 to provide construction management services for the Road 200 Bridge Replacement project at Finegold Creek.
2. Discussion and consideration of approval to authorize the Road Commissioner or his designee to issue a Notice to Proceed under the contract’s provisions.
3. Discussion and consideration of approval to authorize the AuditorController to issue payments for contingencies up to 10% of the agreed amount per established County policy.

Multiple Madera County growers have experienced a loss of different percentages of their cherry crop for the Spring 2022 season.
