According to its website, The Madera Board of Supervisors is the legislative and executive governing body of the Madera County government. Each of the five supervisorial districts of the County elects one supervisor.
Within limits prescribed by State law, the Board enacts ordinances and rules, determines County policy, supervises the activities of County departments, adopts an annual budget, and fixes salaries.
The Board meets regularly on the first three Tuesdays of each month and occasionally on Mondays in the Board Chambers of the County Government Center in Madera. On Tuesday, April. 5, 2022, the meeting was at 9:00 am.

Senior Planner Jamie Dax mentioned that CalTrans awarded the County the Sustainable Transportation Planning Grant.
The grant is $450,000, which can initiate planning to relocate the Amtrak station to the Avenue 12 corridor.
Letizia Gomez from Leadership Counsel discouraged the Council from accepting the expenditure plan for Measure D.
She urged funding for local categories, including sidewalks and crosswalks. Moreover, she stressed the need to improve infrastructure, especially in the La Vina and Fairmead.
Public Health Director Sara Bosse said that the case rate of 2.9 per 100,000 is a significant drop. The positivity rate remains at 2.1 percent. Vaccination rates are slowly climbing.
The department has recently approved a second booster for ages 50 to up, 18 to 49 who received the Johnson & Johnson as the first dose, and moderately immunocompromised residents.

She announced a sweepstake funded by Kaiser Permanente from April 1 to July 1, encouraging families to vaccinate.

6.g. 8331: Second Reading to consider adopting an Ordinance amending Title 17, Section 17.72.186 of the Madera County Code relating to Final Parcel Map Improvement Agreements.
This proposed amendment will allow subdividers with parcel map applications to develop the commercial property the same as residential projects.
The amendment to the ordinance will allow interest in real property by way of entering into a recorded covenant to guarantee work to be done.
6.h. 8408: The Board (5-0) approved the Memorandum of Understanding between Madera County and the Professional Unit for a three (3) year term (July 1, 2021 – June 30, 2024).
MOU is the outcome of the collaborative efforts between the County and the Professional Employees of Madera County (COMPA) on behalf of the Professional Unit.
6.i. 8409: The Board (5-0) approved the Memorandum of Understanding between Madera County and the Service Unit for a three (3) year term (July 1, 2021 – June 30, 2024).
6.j. 8412: The Board (5-0) approved an agreement between the County and Sims Metal to donate one World Trade Center Beam (WTCB) for the 9/11 Memorial at the historic Madera County Courthouse Park.
In December 2021, County staff discovered an opportunity to acquire a 10 to 13 FT steel beam from the remnants of one of the Twin Towers recovered from Ground Zero.
Soon after that, County staff successfully engaged in discussions with Sims Metal to propose Madera County’s vision for developing a historic 9/11 memorial in Madera County.
Before your board, the agreement is a Gift Agreement from Sims Metal to accept the beam as a donation to develop a 9/11 memorial.
The beam will be transported from Richmond, CA, to Madera, CA, on May 29, 2022.
The County will move the beam in coordination with the California Highway Patrol, Veterans of Foreign Wars Post 1081, and the California American Legion Riders Department.
6.k. 8434: The Board (5-0) approved the Classification and Compensation Study.

The Road 200 Bridge Replacement project is Phase 3 of the overall improvement project for Road 200 from Spring Valley School to Fine Gold Creek.
Phases 1 and 2 were previously completed in 2009 and 2013, respectively.
The Road 200 Bridge Replacement project will improve roadway geometrics by realigning the road crossing Fine Gold Creek, replacing a structurally deficient bridge, and improving safety for the traveling public utilizing Road 200.
Measure T local transportation sales tax will fund the project costs.
The Road 200 Bridge Replacement Project is consistent with the County’s goal to upgrade and improve existing infrastructure assets.
Under the Public Contract Code, the Public Works Department advertised bids for the Road 200 Bridge Replacement Project at Fine Gold Creek on January 26, 2022.
Five (5) bids for the Road 200 Bridge Replacement Project at Fine Gold Creek were received and publicly opened at the Madera County Public Works office on February 22, 2022.
Department bid analysis procedures reviewed the bids. Upon detailed review by the Department, the proposal submitted by Steelhead Constructors was determined to be non-responsive.
The Department found the four remaining bids to be responsive and responsible.
The Department determined the lowest responsible and responsive bidder to be MCM Construction Inc., with a total bid amount of $9,465,210.42.
6.z. 8296: The Board (5-0) approved Pipeline Replacement and Meter Planning Project.
1. Amendment to MCC No. 11943-21 with AM Consulting Engineers for professional engineering and design services of the Pipeline Replacement and Meter Planning project in Madera Ranchos, increasing the contract amount from $212,000.00 to $381,813.00.
2. Authorize the AuditorController to issue payments of contingencies up to 10% of the amended agreement amount per established County Policy.
3. Contract Change Orders under the Public Contract Code, not to exceed authorized contingencies.
The Pipeline Replacement and Meter Planning Project is in Maintenance District 10A – Madera Ranchos (MD-10A) and is funded by State Water Resource Control Board – Drinking Water State Revolving Funds.
The existing water distribution system is mainly composed of old steel pipes operating beyond their usefulness for the past several years and commonly experience leaks.
Most of the pipelines are in utility easements running through residential backyards, providing a challenge to operation and maintenance staff for access to repair and maintenance.
The project aims to replace MD-10A’s existing failing water distribution system with new pipelines using modern materials and installing water meters to comply with upcoming deadlines under state mandates.
The project would move replacement distribution infrastructure into the road right of way and install service connections connecting homes to the new pipelines.
On 7/6/2021, the County awarded a contract to AM Consulting Engineers for professional engineering and design services for MD-10A’s water distribution system.
The scope of work includes completing an infrastructure study, designing the pipeline replacement to relocate the pipeline into the County right-of-way, and service line connections to customers, including water meter installation.
Completing the design will provide the County with a final set of plans and specifications to proceed to the construction phase.
The current scope of work only focuses on replacing the existing water distribution system located within the MD-10A assessment boundary.
However, the County and State Water Board Division of Drinking Water have evaluated the community needs.
They have mutually agreed that the distribution system design should include the water distribution improvements out to the district boundaries.
This extension will allow for current private wells and undeveloped lots within the MD10A district boundary to connect to the water system if/when needed.
Extension of the pipelines will require additional engineering and design services not covered under the current scope of the contract with AM Consulting Engineers.
The requested amendment is to increase the contract amount from $212,000 to $381,813 to compensate AM Consulting Engineers for the additional engineering and design services for the Pipeline Replacement and Meter Planning project.
The state has indicated that the additional funds for the increase in scope ($169,813) would be consolidation grant incentive funds (versus loan funds).
