The Scene
According to its website, the Civil Service Commission consists of five (5) members appointed by the Board of Supervisors to enforce and interpret the Civil Service Rules, which govern the recruitment, examination, and placement of classified County employees.
The Commission ordinarily meets for regular business matters on the third Tuesday of each month in the Board Chambers of the County Government Center in Madera. On Tuesday, Jan. 18, 2022, the meeting was at 5:30 pm.

Regular Business centered on the following:
4.a. 8193: The Commission (4-0) unanimously voted Tom Fry as President and Bill Atwood as Vice President.
4.b. 8176: The Commission (5-0) voted to schedule the hearing on Appeal of Disciplinary Action, Communications Dispatcher III, Sheriff’s Office for April 19, 2022.
4. c. 8174: The Commission (5-0) unanimously voted the Amendment to Classification Plan; and Revision of Class Specification for Executive Assistant to the County Administrative Officer.
The Department of Human Resources proposed to amend the current job specification and approve the equity review for Executive Assistant to the County Administrative Officer to accurately reflect the everyday duties and requirements needed for this classification.
The Executive Assistant to the County Administrative Officer is a single-position classification serving in the county’s highest executive assistant level.
The incumbent in this classification provides administrative support to the County Administrator and executive management staff.
The amended Classification Plan is as follows:
1. Adopt the amended Classification Specification for Executive Assistant to the County Administrative Officer.
2. Set the salary range for Executive Assistant to the County Administrative Officer at Range 288 (UB2 0120) $6,003.78 – $7,297.63 per month ($72,045.38 – $87,571.62 annually).
3. Designate the Executive Assistant to the County Administrative Officer as overtime-exempt under the Fair Labor and Standards Act.

4.d. 8173: The Commission (5-0) unanimously voted the Amendment to Classification Plan; Adoption of Classification Specification; Approval of Salary Recommendation/Overtime Status/Unit Designation for Executive Assistant to the Department Head.
Human Resources proposed to create the classification of Executive Assistant to the Department Head to perform the most complex and highly confidential administrative functions for various department heads and elected officials in the County.
The staff stated the proposed salary range for Executive Assistant to the Department Head is at Range 258.
The amended Classification Plan is as follows:
1. Amend the Classification Plan by adding the class of Executive Assistant to the Department Head.
2. Adopt the Classification Specification for Executive Assistant to the Department Head.
3. Set the salary range for Executive Assistant to the Department Head at Range 258 (UB2 0120) $5,169.43 – $6,283.48 per month ($62,033.31 – $75,401.77 annually).
4. Designate the Executive Assistant to the Department Head as overtime-exempt under the Fair Labor and Standards Act. 5. Allocate the above-referenced classification to the Unrepresented Unit for bargaining purposes.

Information Technology proposed to create the classifications of Systems Engineer to perform complex duties and ensure the efficient operation of enterprise Information systems that support core IT and departmental services.
The staff recommends the proposed salary range for Systems Engineer is at Range 303.
The amended Classification Plan is as follows:
1. Amend the Classification Plan by adding the class of Systems Engineer to the Information Technology Department.
2. Adopt the Classification Specification for Systems Engineer.
3. Set the salary range for Systems Engineer at Range 303 (PFB2) $5,983.28 – $7,272.72 per month ($71,799.38 – $87,272.63 annually).
4. Designate the Systems Engineer as overtime-eligible under the Fair Labor and Standards Act.
5. Allocate the above-referenced classification to the Professional Unit for bargaining purposes.
4. f. 8184: The Commission (5-0) unanimously voted the Amendment to Classification Plan; Adoption of Classification Specification; Approval of Salary Recommendation/Overtime Status/Unit Designation for Senior Systems Engineer.
Information Technology proposed to create the classification of Senior Systems Engineer to perform the most complex duties and ensure the efficient operation of enterprise Information systems that support core IT and departmental services.
The staff stated the proposed salary range for Senior Systems Engineer is at Range 323.
The amended Classification Plan is as follows:
1. Amend the Classification Plan by adding the class of Senior Systems Engineer to the Information Technology Department.
2. Adopt the Classification Specification for Senior Systems Engineer.
3. Set the salary range for Systems Engineer at Range 323 (PFB2) $6,610.90 – $8,035.60 per month ($79,330.85 – $96,427.14 annually).
4. Designate the Senior Systems Engineer as overtime-eligible under the Fair Labor and Standards Act.
5. Allocate the above-referenced classification to the Professional Unit for bargaining purposes.
4.g. 8148: The Commission (5-0) unanimously voted the voluntary demotion for Maricela Davis from Deputy Coroner to Property and Evidence Technician, Sheriff’s Office. The voluntary demotion is due to a career change.
