The Scene

The meeting began on Sept. 14, 2021, at 7:05 p.m. via the online video platform Zoom. The number of attendees (not including presenters, officials, and administrators) was unable to be counted.

All officials were in person and the meeting was broadcasted live on Zoom Webinar. 

After the meeting was called to order, Pastor Ron Robertson, Full Gospel Tabernacle did the invocation. A moment of silence was observed in the memorial of 9/11. 

One of the officials conducted the pledge of allegiance and one of the administrators conducted a roll call afterward. All officials were present. No additions or deletions from the agenda were suggested by the attendees or officials.

Presentation- Introduction of New Community Development Department Staff

  • The following new staff was introduced.

    • Emelia Comacho- Community Development Technician 

    • Marlin Pinotell- was previously working part-time and is now officially working full-time.

  • There was no public comment.

Consent Agenda

Items are considered routine and will be approved unanimously.

  1. Approval of Minutes of the regular council meeting of August 10, 2021 (City Clerk)

  2. Approve directing Reedley City voting delegate to vote yes on the two proposed league of California Cities resolutions and bylaw changes during the 2021 league of CA cities conference (Administration)

  3. Approve and Authorize the city manager to execute an agreement with the county of Fresno for welfare to work participants to participate in a work experience/community service program with the city of Reedley (Administrative Services)

  4. Staff recommends that the City Council take the following actions for the Save The Children Program at Washington Expanded Learning Program

    1. Ratify the authorization for the city manager to execute a memorandum of understanding with Kinds Canyon Unified School District (KCUSD) to expand services with the Save The Children Program

    2. Adopt Resolution 2021-086 amending 2021-22 adopted general budget appropriating $11,750 in the general fund for professional development and additional site supplies (Community Services)

  5. Adopt Resolution No. 2021-088 supporting and implementing timely use of funding for federally funded projects and authorization to apply for regional bid grants through the Fresno Council of Governments (Engineering)

  6. Adopt Resolution no. 2021-092 amending the 2021-22 adopted budget to appropriate $64,600 in the general fund from higher than anticipated carryover to address additional streets maintenance work (Administrative services/public works)

  7. Adopt Resolution no. 2021-093 amending the 2021-22 adopted budget appropriating $359,727 in multiple city funds for the payoff of the 2018 Five Star Bank Equipment Loan #32522357 and the 2019 Reedley Municipal Airport Interfund Loan (Administrative Services)

  8. Consider the following items for the annexation of an overlay district for the river bottom area (west of North Kings Drive to Kingswood parkway) into the city of Reedley Landscaping and Lighting Maintenance District No.1 (engineering)

    1. Adopt resolution no. 2021-098 initiating proceedings for the approval of the annexation of territory (river bottom area) into the city of Reedley landscaping and lighting maintenance district no. 1 as zone dd, and the levy and collection of annual assessments within such annexation commencing with the fiscal year 2022-23 pursuant to the provisions of part 2 of Division 15 of the CA streets and highways code, and ordering the preparation of an engineer’s report in connection therewith.

    2. Adopt resolution no. 2021-099 approving the engineer’s report for zone dd and the levy and collection of assessments within such annexation commencing with the fiscal year 2022-2023.

    3. Adopt resolution no. 2021-100 declaring the intention to order the approval of the annexation of territory (river bottom area) into the city of Reedley landscaping and lighting maintenance district no.1 as zone dd, to levy and collect assessments within such annexation, commencing with the fiscal year 2022-23 and setting a time and place for a public hearing

    1. Introduction and first reading of ordinance no. 2021-001, an ordinance of the city council of the city of Reedley adopting environmental assessment no. 2021-12, a finding of no possible effect and approving the change of zone application no.2021-2 and authorizing the amendment of the official zoning map of the city of Reedley.

    2. Adoption of resolution no. 2021-095, adopting environmental assessment no.2021-3, a categorical exemption dated July 15, 2021; approving tentative parcel map no. 2021-1; approving a conditional use permit no. 2021-1

    3. Adoption of resolution no. 2021-096, approving a finding of public convenience or necessity related to a conditional use permit no. 2021-1 

  • NOTES

    • Ellen Moore, the senior planner with the community development department, gave a presentation on the item above. She explained that as this redevelopment project gets approved, she went over the following topics.

      • Business to be conducted as usual

        • There will be gas pumps, convenience stores, etc. Alcohol can be bought as long as it’s consumed off-site.

      • The lot would be privately maintained as well.

    • Public comment: 

      • Are shrubs and trees near the property funded by the project too? The answer is yes. 

      • What are the hours of operation? The answer: closing hours range from 8:30 to 11:00 PM.

    • A worker from the Social Development Department explained that the police department reviewed and evaluated the project. Explained the components of the property lot in acres, function, maps. Explains that this project can be supported. 

    • A council member clarified that from 11:00 PM to 6:00 AM there will be no alcohol sold.

    • Item approved unanimously.

  1. Introduction and first reading of Ordinance 2021-003 repealing and replacing Chapter 1 of Title 4 of the Reedley Municipal Code concerning solid waste (public works)

  • With a presentation, the presenter talked about how every occupied property within the city must subscribe to SW services, rates for collection shall be established by resolution of the city council, regulations preventing public nuisances should be enacted, the use of commercial/residential organic waste generators must be enforced. There will also be waivers for people who have physical space limitations. There will also be requirements for haulers and facility operators to follow respectively. Organizations set by tier will also need to comply with commercial edible food generators. Food recovery organizations will also need to comply with documentation requirements. Businesses and residents need to comply with self-hauler requirements. The city reserves the right to conduct inspections and investigations at any time. Civil penalties for non-compliance will begin on January 1, 2024.

  1. Conduct a public hearing and adopt Resolution No. 2021-087 approving the Community Development Block Grant E Street Reconstruction Project from 10th street to 12th street (Engineering)

  • Ellen Moore, the senior planner with the community development department, was the presenter for this item. She explained that planning has been going on for over a year. We have requested to do this at these streets because it is important; there are dental offices, a local library, a Sinclair gas station, and a post office. Her team is requesting a public hearing about this project.

  • Item approved.

Administrative Business

  1. Consider the following items for the Annexation of Tract 6196 phases II and III (Reed and Aspen) into the city of Reedley Landscaping and Lighting Maintenance District no. 1 (Engineering).

    1. Order ballots to be opened and tabulate the ballots for Zone BB.

    2. Adopt Resolution no. 2021-080 approving the Annexation of Territory (Tract 6196 phases II and III) into the city of Reedley Landscaping and Lighting Maintenance District no. 1 as Zone BB the levy and collection of annual assessments within such territory commencing with the fiscal year 2022-23 and confirming a diagram and assessment pursuant to the provisions of part 2 of Division 15 of the California Streets and Highways Code.

  • There is no public hearing on this one as it was held at the previous meeting but tabled for later discussion.

  • Ballots were opened and tabulated.

  • The resolution was approved.

Council Reports

A brief report by council members on city-related activities as authorized by the Brown Act and requests for future agenda items. 

Mayor Fast gave a council report.

  • On Sept. 10, she attended a 9/11 tribute, which honored veterans and current staff.

  • On Sept. 1, she attended a Chamber Mixer.

  • On Aug. 31, she attended a CA City Speaker Zoom meeting.

  • On Aug. 25, Reedley College held its first egg summit.

  • She attended the Midvalley Ribbon Cutting Event at Pioneer Park

Staff Reports

Updates and/or reports by the city manager and/or staff members

  • Lutheran Church hosted a cleanup and painting event. They had 30 volunteers.

  • California Collaborative Youth Summit via Zoom next weekend

  • On Covid cases, the Public Health Department said they were cautiously optimistic. Trends of Covid are decreasing. Half a million Fresno residents are vaccinated.
