Here’s what you need to know:

  • An informational workshop was reported by Anthony Foresteire to the council on Water, Sewer, Storm Drain, and Solid Waste Rate Studies. The study was focused on evaluating water, sewer, and storm drainage, and the item required no action from the Council. 

  • The Council approved a Contract Award of $1,364,258.00 to fund a Road Maintenance and Rehabilitation Project.

  • The Council adopted a resolution approving the professional services between the City of Madera and QK, Inc. for City Planning and Environmental Services and Rescinding Resolution, no more funds needed to be provided because there were previously allocated funds. 

The Scene

The Madera City Council meeting took place on August 18, 2021 at 6:00 p.m. The meeting was available to watch on the City of Madera website. All council members were present save for Council member Steve Montes, District 3. Council members attended both online and in person. Members of the public were able to make comments by dialing on their phones to speak.

*The City Council District 5 seat was vacated after Santos Garcia was elected as Mayor. A special election will be held in November of 2021 to elect a representative for District 5. (District 5 Map)

Council Member Steve Montes was absent from this meeting.

There were no public comments.

There was an informational workshop presented on Water, Sewer, Storm Drain, and Solid Waste Rate Studies. Jordan Taylor presented studies regarding the numbers surrounding water, sewer, storm drain, and solid waste rates. Previously the Council approved a contract designating approximately $23 million (100% of the city’s allocations) specific to sewer and water. They looked closely at the numbers to gain a better understanding of potential adjustments to budget. Congressman Costa has also been working on getting $3.5 million for the city specific to the sewer system. The study presented focused on water, sewer and storm drains. Solid waste was also included in the original contract with the city, but due to new regulations and costs more studies must be completed before they can give the Council more information. 

Road Maintenance and Rehabilitation Project-

Background: There is approximately $1.35 million funding the project. The total anticipated construction cost is approx. $1.5 million. Funding would come from the leftover RMRA account. 

The current status of the project is asking the Council for a Contract Award. If awarded, the project is estimated to be completed in December 2021, with no problems with construction. The board adopted a resolution approving the Contract Award, in the amount of $1,364,258.00 to Emmett’s Excavation Inc. 

Professional Planning and Environmental Review Services Agreement with QK, Inc.-

The Planning Department is receiving an unprecedented number of land use entitlement applications, which is impacting the department’s ability to process applications in a timely manner. The council previously approved a resolution authorizing a professional agreement with QK, Inc. to provide planning and environmental review services. But, due to discrepancies this agreement was never fully executed. Discrepancies included indemnification, insurance, and independent contractor coverage requirements. The Contract Award was initially for $50,000. The funding was included in the 2021-2022 budget, and therefore there is no need to ask for additional funds from the Council. The recommendation was to adopt a resolution approving the professional services between the City of Madera and QK, Inc. for City Planning and Environmental Services and Rescinding Resolution, which was moved and seconded by members of the Council. The motion was passed unanimously. 

Councilmember Villegas introduced a possible future agenda item to the council regarding sidewalks in his district. One being on South I street, south of Olive Street, and the other on South Madera Ave. 

The Council ended the broadcast to the public for the Closed Session.

The open session was adjourned at 7:39 p.m.
