Summary

  • A second reading of Resolution 2021-06 and Ordinance 2021-02 was read, the Planned Unit Development No. 2020-02, the Fairway Courtyards Tentative Subdivision Map No. 2020-02, and the Major Site Plan Review No. 2020-05 were approved. 

  • The first reading of Resolution 2021-07 was read. The General Plan Amendment No. 2021-01 and Ordinance 2021-03, the Zoning Map Amendment No. 2021-01, Changing the Zoning Map from Parks and Recreation to Professional Office for Property Located at the Northeast Corner of 19 ½ Avenue and Cedar Lane were approved. 

  • The Council expressed their gratitude to Sheila and the Parks and Recreation Department for their work with downtown Lemoore.

The Scene

The Lemoore City Council meeting was called to order at 7:30 p.m. on Tuesday, April 20, 2021 by Mayor Stuart Lyons. The meeting was streamed live virtually through Zoom, where a total of five participants showed up throughout the night. The in-person meeting consisted of all five council members, which included Mayor Stuart Lyons, Mayor Pro Tem and Council Member Patricia Matthews, Council Members Jim Chaney, Frank Gornick and David Orth. City Staff and contract employees also present included City Manager Olson, Assistant City Manager Speer, Police Chief Kendall, City Attorney Lerner, Community Development Director Holwell, and City Clerk Avalos. Due to the global pandemic, physical attendance by the public cannot be accommodated given the current circumstances and the need to ensure the health and safety of the City Council, City staff, and the public as a whole. The Zoom camera was directed towards the Council, where City Council Members were visible. The Council all wore masks for the duration of the meeting.

Public Hearings

Public Hearing – First Reading – Resolution 2021-07 – Approval General Plan Amendment No. 2021-01 and Ordinance 2021-03 – Approval Zoning Map Amendment No. 2021-01, Changing the Zoning Map from Parks & Recreation to Professional Office for Property Located at the Northeast Corner of 19 ½ Avenue and Cedar Lane, in the City of Lemoore (Brandt).  

Steve Brandt, the City Planner, presented on the General Plan Amendment No. 2021-01 and the Zoning Map 2021-01. He stated that in the general plan, the area was designated for a little league field. Since then, the proposal is to create office spaces on the land. “There are currently no proposed plans, which would require the use of the Site Plan Review. The recommendation is to open to Public Hearing, accept testimony, and approve the proposal.”

  • Council Chaney: There was an audio issue at this time.

  • Mayor Pro Tem Matthews: Thanked the Parks and Recreation Department for their work. She also thanked the Police Department and Fire Department.

  • Mayor Lyons: Thanked the Parks and Recreation Department for the compliments he’s received over their work in downtown Lemoore.
