2. The commission (4-0) adopted a Class 2 categorical exemption from further environmental review under CEQA and a conditional use permit for a three-bay, instant oil change service station use at 125 Shaw Ave. 

Assistant Planner Marissa Jensen said the site covers 0.76 acres, and is located at the northeast corner of Shaw Avenue and Cherry Lane.

The site is designated as C-2 or Community Commercial zoning, which it also shares with surrounding sites in the area.

The applicant proposed a new 1,450-square-foot instant oil change facility with three service bays. Services include oil changes and small-scale vehicle work. The Shaw Avenue site does not include a car wash.

The anticipated hours of operation are 7:00 a.m. to 6:00 p.m. Monday through Friday, 8:00 a.m. to 6:00 p.m. Saturday, and 9:00 a.m. to 5:00 p.m. Sunday. 

The facility will have six to 10 employees, and service up to 45 vehicles a day.

Brandon Shawn, the applicant and franchisee for the oil change station, expressed support. The developer is Durban Development.
